Under the provisions of Bombay Lift Act-1939 and Delhi Lift Rules-1942, any passenger lift installed in any building except the buildings maintained by Public Works Department and MES, can be operated only after obtaining a valid license.
The license ensures that the lift complies with safety measures laid down in the above mentioned Act/Rules and Bureau of Indian Standards. It is issued only after confirming the safety of electrical installation of lift, its layout, safety mechanisms and safety gears, etc.
Inspector of Lifts of the respective state is the concerned authority for grant of license for lifts in buildings.
After the building’s completion, if the owner wants to install a lift he should submit an application on a prescribed form to the Inspector of Lift. On receiving the application, the site is carefully scrutinized by the Inspector. If he considers that the site meets the requirements listed under Lift Act & Rules, he issues the permission to erect the lift.
Once installation of the lift is complete, the owner/occupier of the building has to submit Form along with the prescribed inspection fee to Inspector of Lifts. After receiving request on Form, the inspector of Lifts inspects the lift and its installation. If he is satisfied that they comply with the provisions/specification prescribed in the Act/Rules and relevant Indian Standard Code, he issues the license for working of the lift in Form.
The fee charged for the inspection is as follows: –
Lift having a speed up to 1 mtr. Per sec. = Rs.520/-(each lift)
Lift having a speed up to 1.5 mtr. Per sec. = Rs.770/-( each lift)
Lift having a speed more than 1.5 mtr. Per sec. = Rs.1020/-(each lift)

The lift license is valid for one year. The application for renewal has to be made three months before the expiry date.
